En 2010, sous la pression des sénateurs représentant les Français établis hors de France, le Gouvernement avait assoupli les conditions de délivrance des passeports biométriques aux Français résidant à l’étranger. Ces derniers ne sont plus obligés de se déplacer deux fois au poste consulaire (décret n°2010-926 du 3 août 2010).
Conformément à l’article 10 du décret n°2005-1726 du 30 décembre 2005, les passeports peuvent être remis aux demandeurs au lieu de dépôt de la demande OU à l'occasion d'une tournée consulaire OU par un consul honoraire habilité à cette fin.
Le choix du mode de remise du passeport est effectué lors du dépôt de la demande.
Un arrêté du 19 septembre 2011 portant application du décret du 30 décembre 2005 fixe la nouvelle liste des consuls honoraires habilités à remettre des passeports à leur titulaire.
